If you’re concerned about budget, here is how you can gauge price ranges for the gifts you have in mind:
If you’re starting small, I first suggest looking at the checklist. Most of those items are essential but small, and you can get a few different items, like small flashlights or power banks, as stocking stuffers. A NOAA Emergency radio would be an excellent gift! I personally own this one.
Mid-sized items can be:

A power station. These can power a few electronics and even a small TV or fridge.

A propane heater. Always a great gift, especially for someone who lives in a colder climate or where the electricity can be a bit sketch.

A camp stove. Great for the outdoors and when the power goes out.

A few small propane tanks power the propane heaters and camp stoves.

A portable battery jumper or tire inflator.

Membership to AAA

A larger car emergency bundle that includes tools.

Freeze-dried food in packets or buckets.

A food preservation item like a food dehydrator or one of those food-saving machines where you can vacuum seal items.

Some gifts can be scaled according to budget, such as gardening, where the gift ideas are almost endless. They range from vertical gardening systems for small apartments to planting beds. Rain catchment systems can range wildly too. These can be as simple as hanging chains that look and sound like wind chimes and direct the water into rain barrels to an underground system using water tanks.
